ASPECTOS DA CIDADANIA NA CONSTRUÇÃO DO ESPAÇO URBANO E NO DIREITO À MORADIA: SUBCIDADANIA EM FAVELAS CARIOCAS

O presente artigo traz uma reflexão sobre aspectos da cidadania no espaço urbano e os direitos a ela inerentes, assim como estes se refletem na questão da moradia. É considerado que o elemento favela está presente desde os bairros da Zona Sul carioca até as áreas mais marginalizadas da Região Metropolitana do Rio de Janeiro, como a favela de Jardim Gramacho, em Duque de Caxias. No texto, é abordada a influência do Estado na garantia da cidadania e como a ausência de efetividade nesse processo reduz habitantes de favelas à condição de subcidadãos. Além disso, o presente artigo discorre sobre a relação entre casa própria, loteamentos irregulares, autoconstrução e como o sentimento de ser proprietário se aproxima do sentimento de pertencer e ser cidadão de fato. O contexto da favela apresentado no texto corrobora esse espaço de vulnerabilidade socioeconômica e civil com a situação de subcidadania de seus moradores.

The present article brings a reflection on aspects of citizenship in urban space and the rights inherent to it, as well as how these are reflected in the housing issue. It considers that the slum element is present from the neighborhoods of Rio's South Zone to the most marginalized areas of Rio de Janeiro's Metropolitan Region, such as the favela of Jardim Gramacho, in Duque de Caxias. The text discusses the influence of the State in guaranteeing citizenship and how the lack of effectiveness in this process reduces favela residents to the condition of sub-citizens. In addition, this paper discusses the relationship between home ownership, irregular subdivisions, self-construction, and how the feeling of being a property owner is close to the feeling of belonging and being a de facto citizen. The favela context presented in the text corroborates this space of socioeconomic and civil vulnerability with the reduction to sub-citizenship of its residents.
